正常的一个国家，如果金融中介机构从民间吸纳了如此多的储蓄，再结合适当的政策，它们肯定会去进行必要的投资（例如进入可贷资金市场）从而刺激经济的增长，以此形成正向的循环。其实储蓄是个体收入大于支出情况下多会发生的事情，例如存入银行，买股票或者债券。假设家庭和企业不再需要这么多的贷款呢？是否就意味着资金在开始在前者内部开始了空转。美联储在公开市场的一个操作就是让他分二级单位进场买入公众债券/政府债券，从而释放流动性。作为对比，中国央行也在买入债券，一是债券从未进入过公开的全国性债券市场，二是这些债券多是内部的地方债。因此，一个是在给市场注入流动性，一个是市场内空转。
